If the tests are to remain, and it
appears they are, then your argument
makes sense; exceptions need to be
made for exceptional students. But I
disagree with your belief that they are
useful.
I went to school before such tests
existed, and managed to learn a lot,
some of which surely would never
have been considered worth testing
for. If teachers "wrap curriculum
around" the tests, why use teachers at
all? All we need is robots, which
would do the job more cheaply.
Sure, there were bad teachers in the
old days, but there were brilliant ones, too, and there's no place now for a teacher to exercise that brilliance. In my experience, what I got from the good ones greatly outweighed whatever I didn't get from the bad ones.
I taught in universities. If such tests
had been instituted there, I'd have quit in disgust.

gotta love those tests
The FCAT is called by many other names and letters in all fifty states,the end result remains the same,teach to the test.The teachers ralling cry for test week is, Render unto Caesar the things which are Caesar's; and then go back to teaching. AS for students with disabilities, we all know the disastrous results there.
